2007: Gross Receipts Tax

In 2007, the Governor proposed two taxes: a Gross Receipts Tax, and a new Payroll Tax. The GRT would have taxed all revenue received from services at 1.95%, and all revenue from sales of goods at .85%. The Payroll Tax would basically have been a 3% tax on payroll, with some exemptions and credits for small business and business that provides healthcare.

The AHEAD Coalition worked with other industry groups to oppose this measure, which ultimately failed to pass.

This AHEAD web site, BuildingIllinois.com, was launched to support this effort. It provided easy access to Action Materials, which members could use to lobby members of the Legislature, and Reports and Info, which provided a one-stop source for background information regarding the issue.

THE STRUCTURAL WORK ACT (Scaffold Act) IS BACK

A bill to reinstate this law was reintroduced in Springfield this spring, but it was never called for a floor vote.
