The AHEAD coalition is an organization of 30 construction-related associations. This site is intended to facilitate the advocacy efforts of its member organizations on issues of critical importance to them.
AHEAD convenes when necessary to address public policy issues of particular importance to the construction industry. During the 2007 legislative session, AHEAD focused its efforts on tax issues, helping to defeat the Governor's proposed Gross Receipts Tax (GRT) and his proposed payroll tax plan. In previous years, the AHEAD coalition has worked successfully on a number of issues, including: helping prevent the reenactment of the Structural Work Act (Scaffolding Act), helping to pass prompt pay legislation, and helping to reform Illinois’ workers compensation system to balance employer and employee interests.

2007 - Gross Receipts Tax
AHEAD helped defeat a huge tax increase that could have had devastating impacts on the construction industry.
2006 - Prompt Pay Legislation
AHEAD helped to pass legislation improving state and local Prompt Pay rules.
2005 - Workers Compensation
AHEAD helped with a massive re-writing of the State’s Workers’ Compensation regulations.
2004 - Structural Work Act
AHEAD helped prevent a re-enactment of the Structural Work Act (also known as the Scaffold Act).
A bill to reinstate this law was reintroduced in Springfield this spring, but it was never called for a floor vote.
